A large facility accumulates problems in the places nobody is looking at directly like the shelving that hasn't been dusted since the last contract started, the break room that gets wiped down but never really cleaned, or the floors in the loading area that get swept but not scrubbed. These things don't announce themselves. They build up slowly over time until one day someone notices “hey this has gotten bad,” or worse, it becomes a safety issue, a morale issue, or a problem an inspector finds.
